Stay informed: Key immigration changes impacting Latin America in 2024. What businesses and expats need to know.

Colombia
Under Resolution 5477, effective October 2022, Permanent Resident (R) visa holders whose visas were issued prior to this date must transfer their visas by 21st October 2024. The new rule requires a visa renewal every five years, a change from the previous voluntary renewal system, through which a visa was indefinite despite the expiration date on its label.
In addition, Colombia is facing significant delays in the issuance of foreign identification cards by Migration Colombia. This is affecting thousands of immigrants in the country, for example, by impacting settling-in needs such as opening a bank account.
Brazil
Effective as of 26th August 2024, immigrants transiting Brazil as they travel to another country who do not have a Brazilian entry visa are now required to either proceed directly to their onward destination, or return to their country of origin immediately.
Argentina
Argentina’s Provision 388/2024 modifies the documentation requirements for Venezuelan nationals applying for Temporary Residence, addressing the issue of documents that have expired due to the closure of Venezuela’s Diplomatic Mission. The new procedure is valid for 90 days from 15th September 2024, with possible extensions.
Chile
The aftermath of Venezuela’s contested elections has sparked global reactions, particularly within Latin America, which is already grappling with the challenges of the ongoing Venezuelan diaspora. Fearing a new wave of mass migration, countries like Chile are taking early steps to prepare themselves.
Venezuela
Venezuela’s political situation is severely impacting immigration processes. Local authorities like SAIME and SAREN are mostly closed, causing major delays in services and document processing. Courier delays and minimal embassy operations make obtaining passports, visas, and consular support increasingly difficult for Venezuelan nationals.
